The number of pirate attacks on shipping has risen from 239 in 2006 to 294 in 2009. Along with the increase in attacks the pirates are becoming more aggressive and are now better armed. .These attacks are also taking place further away from costal waters, and after some failed attacks the pirates have been noted making for a mother ship.

Terrorists are also becoming more forward thinking and one tanker has already been rammed by suicide bombers causing extensive damage. How long will it be before a tanker is attacked in a vital water way( i.e. the Straits of Hormuz) causing a blockage and disrupting vital oil supplies to the West? The implications for western governments belongs in the realms of nightmares.

With scenarios like this in mind the International Ship and Port Facility Security Code (ISPS Code) was formulated. This provides a standard for evaluating the risks faced by governments and shipping owners. On board ship, this means that the Captain is responsible for implementing and maintaining the code.
